I'm going to say it is the flame from a propane torch. Judging from the length of the flame you ain't making creme brulee. :)

It's actually the handle of an umbrella! It was a gadget of sorts, meant to echo the prop seen in the first Blade Runner movie. Realistically, it doesn't provide much illumination at all.
