I don't know how "Lost" that money is but unaccountable is still unacceptable. If it is black budget fine, then the Intelligence oversight committees should know where it went if not the general public but it still needs to be accountable in some manner.
I would be in favor of a federal law that requires an audit of the entire US budget on a periodic basis, say after every Inauguration day. By audit I mean a large team of cleared forensic accountants going over every line of federal spending.

The problem is we have not been operating under a budget for some time, they just spend.
